There is no difference in strength or status between Grade 1 and Special Grade 1; it’s not an in between rank and it’s not a “people want to be special grade” thing. It’s a common phrasing convention in Japanese to say something is equivalent but not officially graded. For another anime example of this; in Naruto, Special Jonin are specialists in specific fields so they are given equivalent rank to Jonin who are more well-rounded in multiple fields.

"Semi-Grade 2" also exists, presumably you need to finish a grade 2 mission before actually becoming a grade 2 Your criteria for "Special-Grade 1" is wrong, it is simply grade 1 but for the Zen'in's, for example, Ogi and Jinichi are likely around as strong as Nanami or Kusakabe, the only difference it that the former two are from the Zen'in family
