Because they are introduced later in the story, that’s why in the campaign you can only play as the original six Avengers, in the Kate Bishop DLC you can only play as the original 6 and Kate Bishop, in the Hawkeye DLC you can only play as the original 6, Kate Bishop and Hawkeye, and in the Black Panther DLC you can play as the original 6 Black Panther, and the two Hawkeyes. It’s just the story, Spiderman and Jane are not introduced until after the invasion of Wakanda
