I have to say I've really grown to appreciate Level 4s after pursuing my own creative endeavours over the years. It's hard to develop and portray super-abilities which are still convincingly strong and useful without crossing into the realm of the overpowered. Making the 7 out of 10's of the universe can be surprisingly challenging, especially if you're intent on creating unique abilities... and while To Aru's power scaling can indeed be weird - sometimes on purpose - generally Level 4s work in that "they can be relevant throughout the story but aren't going to overshadow the true heavy-hitters" role. Which you need, or you end up like a lot of Shounen manga where you create a cast of vibrant and likeable characters only for 95% of them end up doing nothing after the series mid-point where you've power-scaled well past them.

I'm sorry but as a huge FNAF fan and To Aru fan I can't agree with that I don't think Aleister's evil comes even close to William Afton's, he is a special kind of evil, I understand it's a joke but still, William Afton killed over 36 children all under the age of 10 with the youngest being only 3 for no real reason and there was even speculation that suggests he raped some of them as well before death. Yeah, The FNAF lore is dark as shit.

@zegin17 I haven't read To Aru, but I've been looking into some fanfictions set in the universe. I might get some stuff wrong here. But, while I understand that Aleister isn't directly responsible for this stuff, aren't his subordinates really evil? Including a man who made addictive drugs out of orphan juice, evil scientists who clone people without their knowledge or approval, and then use those clones in massive, brutal, human death experiments, and a literal cannibal? Legitimate question, but does Aleister have some sort of excuse here? I get that he isn't the one doing this stuff, but he is kind of letting all this stuff happen, right? He has to be at least somewhat responsible, I think. And if he is even just a bit responsible for willfully allowing these people to do what they do, these things are so terrible that I feel like they would outweigh the evil of any small time serial killer. Does he just have zero political power in the city? Even if this is all for the greater good, that doesn't make it not evil.

Definitely level 5 candidates are league of their own. Best santa waifu Maidono is absolutely epic with levitating and obliterating skyscrapers, as well as creating actual fault lines across the city. This means she can potentially create earthquakes. And... she got a whole lot cuter and engaging thanks to PPC. There is also Junko, Awaki, possibly Ayu, Kimi, so many possibilities... I think Kongou holds a tremendous potential. I mean, she can set thousands of her jets at once and potentially blast something to space. And if you think about it, if you combine Maidono and Awaki's fighting techniques, you get Shambles and Takt of Trafalgar Law's Room. Just off topic One Piece similarity, but remote teleportation and telekinesis reminded me of that

Wow, that is pretty crazy how many people you covered and there is potentially so many more out there that can be brought into the story. It is quiet impossible for me to keep up with them all much less their powers. Plenty of those level 4's that could certainly dominate in most fights and situations. Nothing to laugh at against the normal people out there including the level 5's under the right circumstances. I have to say, I was doing a re-watch to Tower of God when the notification popped up so I had to put a pause to my re-watch. A video like this is always more then welcome edition to making a good day even better.

Im not sure if most of lvl 4 ranged attacks would be enough, i mean in the manga he used concrete parts of the building to be able to shield himself from mugino's rays (even if that was kinda futile, but bear in mind that not counting nr 1 and 2, meltdowner is one of the most destructive abilities among level 5).

@@AeonofHorus i mean it might not be fully efficient against the absolute top dogs in level 4, but a solid slab of concrete perhaps could stop lvl 4 micro scale railguns, or perhaps equalize stuff thrown by kongou since the windblasts might be much more powerfull, but its also downgraded by durability of stuff she can throw with it (unless she throws like a radar shit but generally massive object like that are not something that can be convenietly found anywhere). And against teleporters going invisible is pretty much all he needs, especially against kuroko, awaki can still try to spam random objects around in order to try to blind shot him, but that would also heavily depend on the environment. He is not the strongest one here, no doubt (at least speaking purely about combat), but if he would use powers properly i could see him having equal chances against awaki or below, tho umidori could be a problem, especially without knowing how far he can go with stuff like creating other elements and all

I would have put Kuroko a little higher on the list. She can take down buildings with ease too and scared the shit out of Awaki. Awaki had to shoot her to finally take her down. And as you said Kuroko is also supreme when it comes to thinking on her feet. Which is one of the main reasons she scared Awaki. And Kongo would have been placed a little higher too as she's able to launch a Semi-truck sized object into orbit.

Ahh, the level 4. The powerful but plot-irrelevant choices when the author needs a cool esper battle but can't afford using one of the plot-relevant level 5 as an enemy in a spin off. The rankig was good, but lacked some characters there. While is not confirmed, the iller loli Riot from Railgun SS3 has level 4 feats in range and dextery with her telekinesis. Wich IS confirmed, and as much as I dislike her, Sakibasu Yuri is a level 4 esper with an analisys ability, but she ended being able to use magic without consequences. Also Gokusai Kaibi, with level 4 Measure Heart and weapons training, not confirmed but probably Ibotanokikouji Kaede with her Killer Press being able to harm Kinuhata and fight Mugino, and also not confirmed but with a cool power, Sha Danshan, another past leader of faction in Tokiwadai. Anyway, besides of Gokusai Kaibi out here, the rest of the video was excelent. In terms of raw power, Maidono is the strongest indeed, but to ehance her power, she lost accuracy and adaptability, and Misaka should had be more than enought to defeat her if not because Kamachi wants to make Misaka look miserable.

For those confused why none of these level fours are level 5. The status of a level 5 isn’t just determined by power. It’s determined by usefulness to Aleister and the Board of directors. So unless you can do some cool shit while also being understood and useful enough to scientists to possibly replicate and experiment it. You’re stuck in level 4. Especially with Junko, whose ability can be replicated by Misaka while also doing more stuff on top of it.

Misaka can not replicate Junko's ability. This actually has been explored in the novel. Misaka can manipulate her muscles and some of her nerves with her electricity, but Junko can manipulate all the cells of her body. As a result, she can boost all her senses (eye sight, taste, smell and such) and her healing. In fact, her healing ability is so fast that when she was been tested on during her childhood, the scientists believed she wasn't getting any damage from the experiment, when in fact she was getting damage but her body would heal her injuries so quickly the injuries couldn't be detected. Junko taught Misaka how to use her electricity to boost her physical strength and speed to some extent, but Misaka admitted that was the limit of what she could do with her own body. She couldn't do any of the other fancy stuff Junko can do. She also can't match Junko in raw strength and speed anyway. Also, the reason Junko isn't a level 5 was explained in her manga. The scientists detected the potential for level 5 in her power when she was a child, but Junko couldn't use it at 100% because of the feedback to her brain. She would get extremely painful headaches when trying to use her powers at 100%.

So... since noone seems to have made a comment about the rust hallbert and such... First, I dont have any idea on how it is supposed to work on the series itself. The theory I have is heavily dependant on she having the power to change the state of the weapon instantly and I dont remember if there was any kind of limit on her power. But rust changes the weight of material (some lose weight, some gain weight... some just a litle, some goes as far as almost doubling...), so she could use it in a way her halberd is always extremelly light when she brands it, but also extremely heavy when it hits something. More or less like that one Clique Leader from the flashback arc.

The most powerful level 4 is obviously that one guy that happened to exist in academy city, and has absolutely no screen time, but we know that he exist because he is ”that guy” must be very op and should be level 5 but isn’t for many reasons. Yeah that is breaking one of the rules you put in place, but atleast his stolen teddy bear has screen time, sadly those kids that broke and, fixed it with the help of the railgun has not returned it. 😢 Sad story. Those evil kids that stole his teddy will pay one day he says and he shall use his ultimate esper power of creating a million collosal titan sized teddy bears and start the teddy rumbling.
