how do you get the layered armor to show up at the smithy

@@johnnie6073 if im not mistaken, you can simply get tickets from event festivals(login during festival) or beat the arch tempered monster in low/high rank event quest and after you get the ticket reward, the smith will open the layered armor menu. If it's not, then you need to reach the Guiding Lands / finish Iceborne story quest.
