He talks and you listen. I don't know what they were thinking with the new guy. But I can say that for the entire new cast.

I think Makarov is worse than Menendez. Whereas Menendez is a human being motivated by grief and anger over the corrupted side of the western world while having greater ambitions, Makarov is a monster who doesn't need a reason or excuse to what he does, he just wants war, because he admires strength and power, nothing else, he doesn't care if he wins or loses, just as long as the fight continues, if not, he would want to start it again. In fact, Makarov is too dangerous to kept alive, even behind bars, while Menendez, who simply lost by being put on trail and accepted his defeat, whereas Makarov would just keep killing and killing to his last breath.

OG Makarov is the devil himself. He has a high pitched voice, but he sounds so devious, so malignant, his face is the expression of evil. People complain about him not having a motivation, but sometimes you don't need one. Just look at Michael Myers and Palpatine, sometimes evil doesn't need an explanation. The way he kills people so effortless, so carefree, like it's something so trivial as getting out of bed. He didn't show up much, but when he did, you got chills up your spine. By far my favorite villain from COD, and one of my all time favorites from video games.

I think the best choice for the reboot Makarov would be Andrey Ivchenko who'd played Perseus in Black Ops Cold War and the Russian terminator Grigori from stranger things I think he could pull it off for playing the reboot Makarov and plus all the reboot Makarov needs is a buzz cut like Sasha from behind enemy lines and a stubble like Phillip Graves who betrays the task force 141 in Alone mission.
