I think Ryokugyu (Green Bull) does have a devil fruit and my prediction is that it's going to be some kind of plant based fruit. The name would fit well with that since the colours in the admirals aliases tend to reflect their devil fruit. Plus it could explain how he's able to survive for so long without food as a plant based fruit might allow him to conduct photosynthesis, removing the need to eat (although he probably could still eat if he wanted to). Oda could even make it a logia as an overgrowth of plants, particularly ones which are detrimental to other flora and fauna could be seen as a natural disaster. In some cultures, wood is even considered to be a natural element in the same way that fire and water are. Everything we know about Ryokugyu (which admittedly isn't much) seems to point to him having that type of devil fruit. At least, that's my theory, anyway. Although, Oda does like to think outside of the box and surprise his readers so I could be entirely wrong.

I feel like the marines would have it be a rule that whoever finds a devil fruit has the choice to eat it or give it to the marines. They would do this as a reward/incentive system because they are so rare. Tekking, whenever you talk about Sword, you always say Sengoku got it together but honestly, Akainu could have actually been the one to form it. Since Sword since to also be a secret organization who seems to also do espionage, undercover work, who knows. It could also have been Akainu who formed it. P.S. Drake had his fruit since he was young. He was the boy Otsuru found and took in. His father was the guy trying to sell the Ope-Ope no mi. His father even said his devil fruit was incredible.

We saw Drake before ts when Sengoku was the fleet admiral and Akainu as an admiral so I don't think Akainu could have formed it then cause even though Admiral is the 2nd highest rank they are Fighters not Marine work managers, we already know Sengoku was the only guy to be directly associated with secret spying while looking like a crewmate/friend thing. Now Akainu obviously knows about it and controls it but it wasn’t formed by him.

I think the system for Marine Devil Fruit users should be something like this; If someone below Captain finds one, they are to give it to their commanding officer. That officer will then call headquarters and describe what exactly it looks like, and if the shape/color/size is on the books, they can say “oh, that one just makes you never gain weight no matter how much you eat” or “that one turns you into pure plasma” and then they decide what to do from there. From there it trickles down. If it’s a Mythical Zoan or Logia, a vice admiral or right below will probably get it. If it’s a strong Zoan or Paramecia, probably gonna go down the line until Captain. Then, if it’s relatively weak, they will probably say “he found it, either he can eat it or he can sell it to us and we can use it.” But then there are the cases where the Devil Fruit is not on the books… In which case, that Devil Fruit will PROBABLY be given to a very upstanding Captain. Logic being that if it’s lame, a Captain is probably strong enough to figure it out/make it work. But if it’s super strong, a Captain is weak enough to easily reign in from the top. But no matter what, that’s a promising Captain with a Devil Fruit, which I think the Marines will always want. I think that’s how Smoker got his abilities. They didn’t know what it was, and Smoker was doing very good for himself. And by some sort of luck, his was a pretty good Logia. (Not ground breaking but having a Logia in the form of a gas that people can’t breathe and that smothers heat is still a 8.2/10 on terms of what it could be.

Hina's power reminds me a lot of Obito. Specifically in the fight against Minato where he attaches the iron chain to himself and then uses his kamui power to let Minato phase through him then attempts to let the chain dragging behind him catch Minato as he passes through his body. @@EmpressAaliyah i'm guessing he had both. he was blind for a long time. and you don't go from not a warrior to admiral in less than 2 years. luffy, was a very powerful pirate before he trained with rayleigh but even after a year and a half training under him and 6 months training on his own plus his journey through the new world and he still isn't strong enough for an admiral yet. so fujitora must have been at or near admiral level before joining the marines. so he def had observation and armament haki, and I'm guessing he had his devil fruit too.

I could see aokiji as commander in Chief, sengoku and Garp are honestly to old and both retired in all but job descriptions. I could definitely see Smoker staying Vice Admiral like Garp did or becoming fleet admiral and Koby becoming an admiral though, vice admiral has more freedom then an admiral and isn’t directly under the thumb of World Nobles
