No Is not in open world It's for a mission that if you don't do the next mission, when the crimes unlocked,(between the two missions) he's there

Well Harry didnt put the symbol there, the symbiote did So its either something the devs forgot or its only there when hes with Peter. Kinda like if the symbiote was putting on a "#1 fan" shirt on.

I think it appears again in the second team up in the story before Spiderman gets the symbiote, they probably forgot or didn't expect people to encounter it before the story level
