Thanks! You can get glowing eyes by getting dino control collars. You can get them on the steam market from 50 cents to $5, or from Halloween gifts.

I got most of them from random drops/gifts, but the rex, spino and acro mutations I bought. And I also got the DLC which gave me 200 dinosaur skins, and a couple mutations.
