The cops are so conditioned to shoot the person at the task if an NPC doubles up on them it seems So why not purposely be the second person? Double up on a task an NPC is doing so they shoot the NPC (Then again that’ll be the one time they shoot the second person)

I don't really understand your complaint with the "Unfinished Task" hint. That's literally the entire point of the notoriety system. Like do you want there to be no punishment for high notoriety? Or are you saying there should be some other punishment? I can understand that it's annoying, but it's literally the entire reason you keep your notoriety down.

And for clarification I'm not saying it's not a strong hint, it obviously is very powerful, I'm just saying it should be that powerful, considering it is the punishment for letting notoriety get to max.

There should be better punishments or swap the punishments around Notoriety 2 is extremely more valuable than notoriety 3 Just so you're aware, unfinished task is notoriety 2, not 3
