Yeah - I always found it odd how VATS (objectively the easier way to play the game with auto-aim) gets rewarded with crits. Yet manually aiming (the harder option) = less damage haha. I just don't enjoy VATS personally but the game seems like it never gets play-tested without them considering the poor visibility in events and poor damage without crits. Hopefully some of these do the trick though - but I still wish we could do crits outside of VATS

We’ll likely need them for the raids, they are apparently tougher than Earle. I imagine this is why we are able to craft the first 3 stars, so if you get a 4th star you want you can make it G roll.

Viper and something simple like Kabloom Shotgun, All shotgun Perks and Enforcer….Wow…. These new mods add so many different paths for successful builds. Even full heath….not just the same Bloodied, stale meta. I’m sure that was the reason for adding these and it’s greatly appreciated.

Idk man the crit one will be insane for vats bloodied now well just never die the only thing that kinda held bloodied back was survivability and that one will push bloodied considerably further no need for food buffs or healing we can stay in vats indefinitely if they dont change that especially combined that with the standing still reduces up to 75% damage well be invincible

Yes definitely could run full health with some of these and so current bloodied DMG numbers Only thing is bloodied DMG numbers are also gonna be boosted so it's good for non bloodied but anyone that's already bloodied will just stay bloodied and take the extra DMG

Throw on the three heavy gunner perks at rank three, throw on stabilized and power user intelligence perk, equip gattling laser, win. Bonus; bloody mess and one gun army luck perks and find yourself a 1 star anti armor gattling laser. Take over a power plant to get all the free fully powered fusion cores that give you 1000 rounds per reload. Make your power armor arms hydraulic, throw on pain train and full charge and you don’t even need weapons. Haha, *more* viable. 😅

This is all great, but I can't stop thinking that all of recent changes should have been kept for a new game. Each new Fallout game had different types of progressions in learning crafting to becoming more resilient or strong. Now, it's really an entirely different game with the same old map.

This seems like a good idea, but could you combine Strangler PA and Miasma's? I know a lot of legendary effects cant be put on Power Armor pieces, and anything you have on your actual clothing beneath isn't going to be active.

The bruiser perk, is it additive or multiplicative? Because 25% extra damage (if additive) isnt that amazing for melee builds (equal to like +5 strength and a melee build has around 500% extra damage already).

These effects being so good makes me hope the raid will be difficult, making these effects necessary. Historically, in raids, the loot dropped is needed to clear the next difficulty version of the raid or the next raid. Not everytime obviously but its something ive noticed.

To be fair you have to do the raids to get these I'd say so your gonna be doing them with regular 3 stars for awhile before getting these effects to make it easier (and not by much I'd say)

@@xHARDCORE5150x very true. Its like progression in a normal mmo. Regular endgame content gives you gear for dungeons. Dungeons gives gear for lower difficulty raids, and so on. We won't need 4 star gear to clear this raid, but maybe the next one.

With the crit reduction effect on armor u could run 5 pieces and then you no longer need critical savvy. Saves u 3 points that you can replace with bloody mess for 15% extra damage. 10% less than the melee and range specific effects but it wont limit you to a certain time.

These 4 stars are giving multiple ideas for different sets and prefixes. The mole rats perk might be awesome with a combination of Regeneration prefix with combo of vampires build so you’ll never need stimpaks and never die, if combined with other perk cards.

It's interesting that those two weapon effects take into account for fire and poison damage. Especially it being on a ranged weapon. Off the top of my head, I can't think of that many ranged weapons that deal elemental damage. Flamer and Cremator, the Pepper Shaker I'm pretty sure has a fire receiver, the crossbow technically has elemental receivers, there's the elemental receivers for the Hellfire Missile Launcher and Crusader Pistol, laser and plasma guns if you want to get technical, and like 3 weapons with unique effects (that I can think of immediately; Kabloom, that 10mm smg, I want to say there's one more but I'm blanking on it); more than I initially thought, although I'm not caught up on the meta, but these aren't exactly weapons I've really seen most people generally using. My point is that you'd think there'd be legendary perks that add elemental damage before perks that take into account for it. I do like that one weapon perk that's Preston Garvey's companion perk reworked.

I think that Pin-Pointer's is mainly meant to work in VATS. Where you can actually _target_ the limbs (including heads), unlike outside of VATS, where you accidentally hit limbs. I'm definitely going to put Pounder's on my Auto Axe. Assuming I can get it. Add Bruiser's to PA...

Iceman's may not be as useless as you think. Sounds like it would be getting the Cold Shoulder's effect on the weapon of your choice. I'm thinking this would be helpful in events like Scorched Earth for keeping the queen on the ground, though I guess the downside is that it's limited to melee weapons.

If What Rads has taught me anything, losing 6 points of radiation every second is SUPER good So, knowing that, 5points of HP combined with the one mutation & legendary effect, deathclaw omlette(?) thats gonna be a wicked fast healing in interiors and out of combat. Maybe could even almost negate a lot of use for stimpaks. Not entirely of course. Especially when in combat but that shit is gonna stack super quickly even at just 5pts Plus, could always just use Good Doggy or Cola Nut to make up for the stimpak thing. I see that 4* effect molerat to have a LOT of potential for full health builds

I bet completing the raid will drop a 4-star. Then it's just a matter of luck getting it to drop the 4-star you want on the weapon or armor you want, and since scrapping the 4-star will only give a 1% chance to learn it, it's going to be a hell of a grind to get the actual 4 stars you want on a full armor set and weapon. I will be aiming for a B/25/25 Railway with Conductors and a full set of UY/AP/AWR SS armor with either Limit-Breaking or Ranger's.

I read the wiki for the 4 star raid, there will be multiple encounters and each encounter will drop a raid trophy (head of the boss) (guaranteed first time), random plans (up to 4 (random) depending on effort) and a fixed roll 4* legendary item (chance to get)

Kinda feel like some effects will become overpowered especially with the changes to some perk cards. I could see tankys effect being one with the changes to ricochet, making power armor very tacky and being able to just stand still and kill everything around you and maybe just use plasma caster to snipe enemy’s from afar while close ones die.

God the Vats crit heal seems just so overpowered. Vats bloodied or just having 31 luck means every other hit in vats is a crit, if you have the full armor vats crit cost set that's every hit... full HP... full AP. As a vats user i think that needs to be nerfed, even as a bloodied build you can still build to be Tanky AF, this 4star is basicly god mode as well as makes reapers sprint completely useless (not that i've used it in a while). Even if they took out the AP regen on crits and kept the heal, that's still strong as feck.

I don't see conductors seeing the light of day the way it is now, I'm hoping those melee stars don't get changed though as I'm looking at 125% DMG boost to my auto axe as they are now using that op furious star and then the full armor set 4 star that gives another 25% melee DMG So either my bloodied auto axe is gonna be more op or I might even use a vampires so I'm more tanky yet I will be doing more DMG than the bloodied one is currently (I get about 84% DMG boost at the hp I sit at with bloodied) mmmm decisions decisions

I want more end game content, the caravans are a tedious grind and I'm not interested in building up a caravan stop. As with the new scoreboard format, the rewards are "who cares?" The Lost adventure was fun but not hard and too short. To date I've managed to grind 3 box mods and none of them are what I would ever use. At present, I prefer the old system for crafting legendarys. God video but I'm not sure I'll even be playing in a year's time.

I don't think Conductor's is actually going to be as OP as it may seem right now, they are lifting the level cap on NPC weapons and armor but not on player gear and stat scaling, so Conductor's might actually become _required_ for any build that isn't a stealth sniper. Also, you missed the power armor effects, such as Aegis which stacks to reduce damage by up to 25% for every teammate within 50 meters.

You have a small chance to get a loose box mod and smaller chance of learning the recipe to craft. If you want bloodied, buy plans for ‘unstoppable monster’ and start saving up deathclaw hands.

These will make the game easier then it already is, especially combined with the new way to make your own god roll items. I hope they’ll bring back the survival server or something similar to give those who want a challenge something more fulfilling.

True, I have basically decided to play up to rank 100 this season and leave the game at least until next season. Perhaps I will just play it sporadically afterwards if I return. This game is way to easy for level 100+ there is no challenge at all. Plenty of other games are waiting for me. Make no mistake, I like the game but I am getting burnt out and players wanting more challenges in the game do not need more grinding based on easy gameplay, just my opinion.

@@ErkeengelNo challenge? have you acquired every rare misc item? every rare junk? every rare clothing? i’m level 700 and have 800 hours and i’m not even closes to being done.

If you want a challenge then maybe don't use vats and stop going for the strongest stuff in the game. Maybe then you will understand the game isn't as easy as you make it sound.

@@kaitlynnChisholm No I have not, perhaps many of the items are "locked" behind grinding and not missions which are challenging though. I am almost level 500 as of now

@@adamnelson4455 I rarely use the strongest weapons unless towards legendary enemies and for expeditions, later because they are so boring now as they are rinse and repeat. VATS I never use as I am closer to 50 then 40 and having been a gamer for almost 37 years I guess and having been a very good fps gamer in my 20s and 30s I never use aiming aids / auto aim in games as they hinder my ability to maintain my natural aim as I get older.

Encircler's, I wonder what "around you" means. What's the radius? Hmm. Cool effects for sure, but only a few I'd use.
