They are not unlocked yet, Further leveling up is required to showcase the full thing! I believe.

How to make 3 perk gear at Peacekeeper ? what items to use ?

Do you use the light blue tier armor?

@@Sjaak. sure thing but idk what are the exact items to have equiped to get 3 perks boost .... the names

@@doposud it isnt bound to any gear set you only need it to be light blue tier. You can have 2 grey perks and 1 colored, 3 grey perks or 2 colored. So for example you cant get 3 perks with the color purple, but you can get 2 grey ones and 1 purple one to get 3.
