You can tell Penguin really hates Zsasz at 4:37. I think most of Batman’s more “tame” villains hate him, especially the females. When he said he was responsible for the deaths of hundreds of women AND children, I got a bit sad actually. Sure Penguin is a bad guy but even villains have some form of a line they don’t cross. Like killing women and children that’s fucked, how can you do that. I read a Batman comic where Joker, Scarecrow and Penguin or Riddler teamed up and Joker was gonna Joker Gas a school bus I think, all for laugh, the others were like “Whoa your not actually gonna do it” and then Joker was about to and they stopped him, knocked him out. Lex Luthor almost broke his jaw for joking about dead kids in one of teb issues in Grant Morrison’s run on JLA

It becomes more meaningful when you listen to Zsasz's backstory; he didn't go insane and become a serial killer until after he lost his family fortune in a poker game against the Penguin - and Zsasz only lost not because of bad luck or inferior skill, but because the Penguin cheated. In short, it's very likely that Penguin feels responsible for those killings, that Zsasz is a monster that he created, and tried to keep him locked up because of that
