I assumed the run on sight order for Minato was to avoid having a marked shinobi make it back to base. Flying Raijin seal seems to be a powerful tracking tool and also a great infiltration tool as well.

He had two eyes he just kept the 2nd eye closed so he could use izanagi in case something happened to him, hence him surviving Itachi's amaterasu and Konan when she nearly blew him into pieces... We also know he had a whole room full of spare sharingun to make sure he could replace the eye so he could never be killed... Not like many were capable of doing so anyways.

We officially have a second run at sight order, it was in the latest chapter of Boruto. It’s for Jura. We were officially told to not engage in battle, not to get him angry, not to fight him. If Jura comes to fight, you have to flee on the spot, that’s the order that was given. So this is the second official run at sight order we have in the Naruto franchise

The sole reason minato had a flee on sight order but basically no other ninja did officially is because of his flying ryajin, minato’s MO in combat would be to swoop in, fuck everyone up, but then maybe leave a couple people alive who then would run away to their village of command center. Without realizing that minato put a marker on them so he could teleport go them now, inside of their base. It’d not that minato is stronger than the other ninja, it’s just that if he touched you it would basically mean you can never return to your village again without knowing if he would suddenly pounce on you, no other ninja was that scary, even shisui with body flicker, he can’t just teleport into the enemy stronghold.

Hear me out i think that the third raikage was the most dominant run on sight ninja. The senju were at war with more than just the uchiha. The third basically fought a whole alliance of ninjas by himself while both the first and second died to regular squads albeit stecked ones. Even if we're talking biju you need to send more than one. In his era the only people capable of taking him on were the third hokage or oonoki. Also chiyo was a serious problem

Both Minato and Tobirama should have this status based solely on the Flying Raijin. With that, they can blitz through the battlefield and only the strongest and luckiest people would survive, because teleporting at an instant can deal with the "fodder" ninja instantly, similarly how we've been shown Madara did. Why Tobirama doesn't have it? Easy, he was mostly fighting against the Uchiha when he developed that technique. the later wars were too late for him to get the order, probably just had the only fight against the Kinkaku force. Madara is the same, his power and abilities were not that largely renowned, but when Obito uses his Madara alias, it is enough to at least not try to fight him for most characters. If I am not wrong, Hashirama didn't need the status, because he was the cause of the temporary peace by spreading the tailed beasts. Hiruzen seems more like the general giving out orders from the back rather than leading the attack. I am surprised that Kakashi didn't have the status, just because of his title and abilities. I can imagine ninja from other villages, but we know very little about the possible candidates.
