Suisei would be a villain but I am not sure that she would be the "mastermind" type of villain. I agree with Gen 0 that Sora fits that role better. Suisei feels more like an obvious bad guy/antagonist type of thing. Other than the Queen of Hearts she also did the stuck up Ojou-sama role really well in the Hololive Error 3D and manga videos.

I imagine Sora-Chan being the final boss as sorta like the final boss of the Destruction Ending/True Demon Ending in SMT III Nocturne or the final boss of the Messiahs in the Diamond Realm DLC quest in SMT IV Apocalypse. I think Pekora fits the Mastermind role better with Sora easily being a leader/final boss role really well. Pekora is more of a schemer and planner with Sora being the person that speaks and everyone listens to her.

Pekora is just a troll who likes to trick people to fall into minecraft traps. Suisei is the more psychotic one who attacks ppl right out of the blue in any game, and she does a good job playing innocent at first but eventually she gets you. Sui is more of a secret final boss than Sora, though Sora would definitely be a more shocking secret boss.
