Just shorting a word . That is mostly common used in tittles of the news because there is not a lot of space to write every single word.

"a dog barking" - barking is a noun. We can put it in a sentence: A dog barking is very annoying. We are talking about a sound of a dog. "a dog is barking" is a sentence itself. barking is a verb here in a progressive form. Here we are talking about a dog, and the dog is barking right now. The second one is the same. People looking at you - we are talking about people, phrase "looking at you" describes people. "People looking at you adore you talent". That doesn't mean that there are people that are looking at you right now. And it is just a part of a sentence. "people are looking at you" is already a sentence. "Smile! People are looking at you" - they are looking at you right now, so you should show them your smile. So, it is not just a "short form". Those words mean different things, although their writing and pronunciation is the same
