He appeared conflicted but he cares a lot about Tony deep down, and did whatever he had to do to protect him and their business. He also spared Issac, showing that killing Mori wasn’t personal but was just done to intimidate all parties involved because Luis was outnumbered and alone.

I like how the three protagonists in GTA 4 all have separate stories that only happen to intertwine at a few points unlike in GTA 5 where the 3 protagonists all basically have the same story past like a third of the way into the story and basically become a glorified single character.
