Sir, with regards to your last example, how do we include the authority requirements/regulations if the said regulations was not part of the contract documents and just a line in the conditions of contracts?

If the contract conditions says that compliance with authority is part of the scope then it means that it should be included in the rates of the items if there is no clear item in the general requirements 👍
