The main reason why his pick rate dropped this past months is just people not willing to learn him after their first tries and instead pick other simpler heroes like Lu Bu, Arthur, or Dun. His kit is pretty complicated since in practice you have to juggle many stacks like the passive, Skill 1 and Skill 2 in order to win dmg trade in lane. To make it worse, there's also the popularity "issue" where most other CL heroes also got some new skins, so people just kinda stick to them, some of them being Yang Jian, Dun, Lian Po, and the biggest of them all, Biron (my god, there were so many Yuji Itadori in my recent games xD)
