It is one thing to budget and another to audit. If independent and objective audits are performed, findings would most likely reveal that half or more of public budgetary allocations end up in private pockets right from the local governments, through the states, and up to the Federal level. Demand for the BVNs of all those in public service and their close family members. Run them and you will be shocked at the level of unexplained wealth being warehoused. The failure of public auditing is the major reason for corrupt and bad practices in the public sector. In short, public auditors are comprised. I would suggest that to curb the mess in public budgeting, independent and reputable audit firms should be made to perform on an annual basis the audits of the public sector. Spend a couple of billions to get the desired outcomes.

Lagos state always stands above all states in the quality of representation. This doesnt mean it is free from the Nigerian corrupt system. Which reasonable investor, will partake in a hyper inflated project ? How long will it take to break even ? The only investors are the Elites with aim of milking the infrastructure dry. Build, Operate and transfer (BOT) procurements, are only well refined large scale forms of our local agreements for Hire Purchase. Reduce the overall cost of the project, so it is appealing for an investor. Government should not be leading all projects, but making the right environment and sytems. I guess, they already know.

These are educated and sophisticated crooks. They actually put these expenditures online not for transparency and accountability but just to assign figures to whatever project they can think of and say look we spent all the money working for you. They never expected this scrutiny cause they were so brazen and stupid and actually assigned funds for airfreshener. If you do an audit of all these expenses I bet you would also find out only a fraction of the assigned amount actually went to the item and 80% was actually pocketed. In a sane society the governor would have resigned and all top government officials in Lagos state would be speaking to prosecutors from their temporary jail. I am surprised Abati could even be smiling and talking about receiving chicken. This is the same government destroying the livelihood of poor women and men for non compliance to some roadside rules.
