सर्वतः पाणिपादं तत्सर्वतोऽक्षिशिरोमुखम्।
सर्वतः श्रुतिमल्लोके सर्वमावृत्य तिष्ठति।।13.14।।
sarvatas pāṇi-pādaṁ tat sarvato ’kṣhi-śhiro-mukham |
sarvataḥ śhrutimal loke sarvam āvṛitya tiṣhṭhati ||
sarvataḥ-everywhere; pāṇi-hand; pādam-foot; tad-this, that; sarvatas-everywhere; akṣi-eye; śiras-head, skull; mukham-face, mouth; sarvatas-everywhere; śruti-mat-having ears, having hearing; loke-in the world, in the universe, on earth; sarvam-all, everything; āvṛitya-enveloping, covering, spreading, pervading; tiṣhṭhati-it stands, it is present, it remains.
Having hands and feet (pāni-pāda) everywhere (sarvata),
eyes (akshi), heads (śhira), and faces (mukha) everywhere (sarvata),
with ears (śhrutimal) everywhere (sarvata),
That stands (tat tishtati), enveloping everything (sarva āvritya)
in the world (loke).

The purusha (universal being) has thousand heads, thousand eyes and thousand feet. Thousand signifies innumerable which points to the omnipresence of the universal being. He envelops the world from all sides i.e. he pervades each part of the creation, and extends beyond in the ten directions represented by ten fingers.
It dwells in all, in every hand and foot and head, in every mouth and eye and ear in the universe.
