I remember soloing the E4 countless times with my Palkia in Platinum because the damn thing could one shot every single Pokemon the E4 threw at it. It swept every E4 team in Platinum by itself without ever needing to heal outside of battle. There was absolutely nothing that could stand in the way of this behemoth. My Platinum Palkia will always be etched in my mind as the most overpowered Pokemon I have ever used in my life.

how does Palkia have better survivalbility? It has 90-100-120 bulk compared to Dialga, who has 100-120-100. It also has only 3 resistances and no immunities. Sure, Dialga has one more weakness, but he has NINE resistances and a really usefull Immunity to poison to prevent toxic stalling. Steel also lets it resist the ever-present Stealth Rock wich Palkia doesn't. Your comment about better survivalbility is just random and incorrect

Pelkia is water dragon because each of the three main legendaries of gen 4 represent the forms of matter. Dialga is steel = solid, pelkia is water = liquid, and gerratina is a gas = ghost

In my opinion, Dialga actually outclassed Palkia. It's typing, while having more weaknesses, had way more resistance, and made it a much better tank overall. Roar of Time, being the hyper beam of dragons, was a great move, and it's typing let it survive the rest turn and continue nuking pokemon. I just always felt like dialga was better at pulling double duty compared to Palkia
