Those two bridges spanning the Snohomish river (highway 529) have been there long before 1971, which is around the time the I5 bridge further south crossing over the Snohomish river was completed. I grew up in Everett and one of my 'playgrounds' was the Delta Yard. There used to be a big tree that was on the bluff overlooking the south end of Delta Yard. My brother and I and friends could be found in that tree on warm summer days watching the trains passing by or switching.

That's way-cool that Sam Hill donated $ to help build the Peace Arch in 1921 @ the 2:26:50 mark. I also read that in 1911 he was the 1st to try improve roads, he built an asphalt road around the Maryhill Museum near Goldendale as an example.

Good question. As I recall when I was up there in 2018 that's what the dispatcher referred to them as. I could be wrong but that's how I remember it. Anyone in the know is welcome to chime in.
