Note that according to news reports, the goats are doing this so they can lick the salts exuded from the rocks of the dam. They eat a vegetarian diet, and often lick minerals and rocks for the salts essential to maintaining health. When I was young, we raised a herd of goats for the milk and occasional summer barbeque, and we maintained a large, one foot cube salt block on top of a two foot post in the farmyard next to the goat shed for the goats to lick. We kids of course had to try it from time to time.

I am FASCINATED each time I see a video documenting these Amazing Animals. I clearly see no Fear or Hesitation in their agile, flowing movement.
