I Google lens’d it. It’s a wallpaper trimmer. But like someone else said, it looks like a tailor’s tool for cutting fabric. I’ll bet people used it for that too, or a similar shaped device. A popular brand for this was Ridgley.

The wallpaper cutter is a good answer. If it isn't I still don't know what it is. But remember how thick some of that wallpaper used to be when it was made of different fibers?
