Take a note that Atmosphere himself is way stronger than most of his race, as Norway-Bohemia found out the weakness, there's no stopping them, and not everyone are dead.

Bulgaria wasn't turned into pieces because we can see him during 2:45 and after that the smoke just covers him. Montenegro and Albania weren't even seen here so they are probably alive while Greenland is just anarchist. The last part could be very much based on the view of the viewer, you named two possible scenarios out of hundred or more. By my view, Devourers are shocked, to see their leader get killed, so their approach to this is to try and fight on even though their strongest fighter died. But since N-B has it power in great control, even outnumbered, he can’t lose.
