You can remove the weapon in the back slot during mission prep, the sniper/rocket launcher slot one.

the base game doesn't let you swap out the hip primary weapon slot for no weapons as is the case for the primary weapon slot on the back. If you want absolutely no primary weapons (you just want a pistol and thats it), you'll have to install the infinite heaven mod.
