Anyone know how to edit the band plan in Thetis software? It isn't correct for my country.

The ARRL is not an authority of any kind for real. They are the liasion between the FCC and the Hammy. Gentleman's agreements like any other law.

I was under the impression that Tech and Nov Class was CW only on the HF bands? I am going by the 2017 plan.. RTTY and Data is shown by a red line which clearly shows GAE, can anyone clarify?

I believe A Tech ticket gives you mostly privileges on the 2 meter and 70 cm bands and limited HF bands but you do get some privileges in the 10 meter band. You probably have researched it over the 4 years since you asked, but I think your question deserves an answer. Also, I may be incorrect, I’m only a guy on the internet, but I am an Extra Class license holder, so not completely ignorant, but I’m also new so not the expert who should have answered your question.

Phone means voice. communications involving voice are sometimes referred to as phone.

In my understanding, "band plan" has two distinct levels of detail. The first, highest, one is represented by the ARRL chart you illustrate. This shows the frequency privileges and allowed modulation types for each of the five existing amateur license classes. The second band plan shows the current "best practices" for band use. "Best practices" here means the particular frequency uses within each FCC allocated band, e.g. QRP SSB calling frequency at 7.285 MHz. on 40m or 14.095-14.0995 for automatically controlled stations on 20m. These best practices represent the current, unofficial, uses established by the hams themselves. You do allude to the second band plan in your presentation but I believe newly minted hams should beware of simply consulting the first type of band plan to determine where to transmit as this might result in accidental, inappropriate transmissions. Someone, for example, might get the wrong idea about your ham ethics if you wind up blasting a 1.5kw signal on a QRP-use frequency. Thanks much for doing this instructional series, guys. I think it fills a real need and the presentations are nicely done.
