Yes, a compressor of any kind will push air/water in varying amounts & the ice box compressor is a manageable size due to it's low weight. IN the HVAC Field these are used to push halogen based gases to remove heat from the space you're trying to cool ; that said, when you add moisture to the oil within the compressor it creates 1-2 strong acids & those are the reason that destroys units that had moisture in the system. This only means that pumping air will create ACIDs that is dangerous. But it will pump air at least for a while & it's a cheap pressure watch. Be safe

I presume that there is an inlet for tap water at screen lower left. . Two green lines are to circulate water through the compressor unit, under pressure. There the water outlet on the lower right of the screen. Is the purpose of the gray piping to allow pressurized water to circulate so the the pump can't run dry while also cooling the compressor. Or am I completely off base...

Your water pressure is that low that you have to hack out a refrigerator compressor to wash your bike? You look like you live in the city and you should have better pressure than that. Strange city you live in.

Not everywhere is the same, in the summer sometimes there is no water to use.
