Why put in water at the end?

Concrete cures (hardens) in the presence of moisture. The process is called hydration. The concrete mix was dry to begin with. In 30 days, the pipes will achieve most of their strength. The longer concrete is exposed to water, the harder it gets. Hoover Dam is still curing.
