Excellent treatment of a very broad subject. One begins to understand that the United States owes more regard to George III than is generally recognized. Having made the peace, the king honored it; the War of 1812 occurred during the Regency, if I have my dates right. We also owe a sort of additional debt to the French as well, since the Napoleanic Wars very effectively occupied the attention of European powers for over 20 years. By now, Andrew Roberts is very much aware of the special regard Americans have for our mother country, so his audience grows on both sides of the Atlantic.

There were precedents of shared head of state for different countries with different constitutions - Charles V was king of Spain, emperor of the Holy Roman empire of Germany, duke of Flanders, Franche Comte etc… and everywhere he had to accept different roles and set of rules. A simultaneous ruler of independent countries with their own parliaments and budgets that he did not control. America was too far away to apply this arrangement and in any case it is unlikely thar it would have survived for long. The Spanish ruled Mexico and Peru through viceroys - I cannot imagine the bright men of the future American constitution tolerating a viceroy for more than a day, if that.
