Klaus is a fish... now. He was a human German skier in the Olympics in the 80s who was going to beat the US skiers. So the CIA mind switched his mind with the body of a fish. They were going to put his mind back in his body after the games. But the fish mind inside his human body got killed. So he had no body to go back to. So Stan just took him home as a pet fish. In the episode Roger impersonated Klaus thinking he was owed money. But mobsters beat him up.

I don’t know if Steve is looked at as a disappointment like Meg is. There are instances where his parents are proud of him same with Haley. It’s hard to equate the characters from family to ones from American Dad as the family dynamics are just too different in my opinion
