The whole colonial process started when the Sultan of Kedah allowed some foreigners to set up a small base on Penang. We know how that ended up with the British colonizing us. And prior to WWII, Japanese spies set up residence in various parts of Southeast Asia, feeding intelligence to their home country, contributing to the successful Japanese invasion. Rich foreigners are a real potential threat in this sense, because their money blinds many to their potential threat. You see, liability and cost should not be measured in terms of money alone. That's being simple-minded.. Even in terms of economics, foreign contributions are insignificant. Let's not make ourselves dependent on them for our economic growth.

Just one particular issue that makes me very angry is that they do not honour the previous or existing MM2h holders whom deem to be expired at some time in future. We , the current mm2h residents are no longer Renewable ( as they offered ) , i.e. start fresh again to pay the new fees which are 6 times higher. All those new rules just do not make sense to the new applicants and certainly the previous one. which semi well governed 3rd world would not dare to honour the previous contract....? only Bolegh malaysia. my anger has passed and digested , my past 24 hours was searching for my next civilised home ; " go where you are treated fair and well . I would not miss malaysia except its one season weather .

Malaysia tried a money grab...and it backfires. Just today, I read that applications has fallen 90%. Looks like the gov't doesn't want foreigners bringing money into M'sia. Oh well, its M'sia' loss. (I'm don't understand why these new requirements apply to those already granted the original MM2H And seriously, if I have RM40,000 monthly, I have other countries to choose from).

When I was younger I recall when I'd Amin did something similar with Europeans and South Asians. They rescinded visas and said get out. I crashed the economy, ruined lives, and generally spawned a violent crackdown on opponents to Amin's lunatic policies. In some ways this is even worse as MM2H ONLY brings foreign earned capital into the country. You can't work in Malaysia on the visa, you can't actively manage a business, it's all foreign £ converted to Ringgit, spent locally. Can I explain it...except that it's motivated by the same psychopathology that motivated Idi Amin? It makes no economic sense for Malaysia or Malaysians. What happens when 20,000 plus MM2H recipients ask to pull their RM 150K to 300K Fixed Deposits out of the banks. That's a RM 1 billion outflow from the economy right there. That money stabilized the currency market for the Ringgit which will depreciate and trigger inflation. The housing market wil be glutted with homes and condos stifling construction and development. And yes...the word of the Malaysian government, who doesn't carry over visa promises for renewals will be looked at as a sign of instability by investors. They've not only spoiled the MM2H "brand" but also the a"Malaysia" brand with this. And sadly it's like Pandora's box. Try and shut it once announced.

I'm not American, but here with the MM2h program and contribute to the local economy full time. The new conditions if implemented, means need to move to neighboring countries. The intl school, restaurant, apartment, etc will have 1 less family. Hope feedback can reach the government.

Interesting take on the newly introduced MM2H program. One very important factor to consider for anyone wanting to 'live' or 'retire' in any country is the political stability. The revamped MM2H program indicates how 'unstable' the country is, given the almost Draconian and Extreme changes that was introduced. It feels as if there is a disconnect between the regime that originally introduced it and the current regime that came up with such preposterous 'demands'. Mostly, the argument at the moment is not even about the newly introduced 'inflated' 400% monthly offshore income (they probably don't understand the principle of moderation). One of the biggest contention are those who have been living there, bought homes, married, have children etc. They have invested millions in properties, schooling, and expenses over more than a decade. How can someone on a retirement pension of 10,000 ringgit a month when they moved to Malaysia 10-15 years ago suddenly expect their offshore income (basically their pensions) to have quadrupled? It's sheer nonsense. Or could it be a disguised ploy to get rid of them? The existing participants should be excluded from the new ruling for starters as they did not sign up for this level of expectancy. That's half the battle won. However common sense is not too common unfortunately with the current policy makers who posses very poor judgement and have no understanding whatsoever of world economics. For USD10,000 a month I doubt one is limited to Malaysia. They will bring where their money is appreciated. It is truly third world mentality in every sense of the word and what a laughing stock they must be to the rest, especially that of the neighboring countries; who no doubt will reap the benefits of the MASS exodus. This no longer bear any resemblance to that of a retirement program but more of a pay 'us' and you can stay program. Extremely short sighted.

Everyone making RM10K a month and can park 150/300K in a bank account adds to the economy. Nobody is spending 40K a month on groceries. Malaysia is not Monaco. With that money Europeans have absolutely no reason to take up MM2h. Portugal, Spain will be a prime destination. The 1% cap is a Nationalists thing. Even if you half the current fees it would never attract that many foreigners and if it didn't get 0.2% it certainly won't reach 1%.

Sadly the ecomomic damage will be done quietly. The damage to people's lives and trust in Malaysia will never recover. I spent 3 years and thousands of pounds trying to get this visa, now it seems a waste of both, due to nonsensical new criteria. I'm not able to show £6,800 monthly income nor am I willing to put £170k into a fixed deposit account in a country where the ringgit currency drops by 5% a year. With a 10 year visa I'd buy a property. With only 5 years probably not.

In the context of the MM2H Programme, the negative effect of this program for Malaysians is the driving up of property prices, way beyond what locals can afford. There is a glut of unsold properties in Malaysia now, because when the MM2H program was started, developers started to cater to the niche market of rich foreigners, and focused on luxury properties which was beyond the means of ordinary Malaysians. And they reduced the scale of affordable housing, because it has become less profitable. Even with the glut of unsold properties in Malaysia (despite many Malaysians still in need of homes, but can't afford it), the property prices had not gone down (to enable locals to buy), because developers still cater to foreigner market (because the MM2H program allows them to sell to foreigners at the expense of locals). So, it is understandable that Malaysians want a reduction of foreign residents and property owners, as that will force the market to correct itself. So more stringent requirements are definitely welcomed.

There are 57000 people with MM2H status in Malaysia, if they lose trust and leave they will withdraw the deposit of 11 Billion ringgit at least. The government set a minimum requirement if they purchase properties with 1 million rm above. If they are forced to leave I don’t know what’s the consequence for banking, real estate, education industries? I am sure the government bought out the new policy never think of the devastating outcomes. Question is simple can we afford to let them go? Swap them with refugees or illegal immigrants?

@@iamgreat1234 hello, did you read the MM2H programme properly before you comment? MM2H does not mandate the Malaysian government to grant citizenship to them. It is only granting a 10-year visa stay(old programme). The participants cannot get any govt benefits as the locals do, from public-subsidised medical service to public education, let alone the rights to vote.

I hope that MACC scrutinize these policy makers to determine whether they personally profit from it if they ever reverse this policy in the future. What I mean is, this policy will lower the price of houses. As policy makers, they shouldn't buy low because of this policy and sell high when they reverse this policy later. This one I think MACC should conduct an investigation to determine.

it depends on what is actually the goal of promoting this MM2H.. for me, let the current existing applicant enjoy the status quo of previous agreement & only focus new agreement for new applicant..i understand sometime some country including Malaysia have to tighten the rules due to some internal security loophole issues surrounding the project that after they review it, it found out that it might have potential of being dangerous, & by doing so will causing a collateral damage of innocent people..this american guy is one of the collateral damage victim of stricter rules but then, its all up to government to review what is the actual goal of promoting this project..all i can say it that either u focus on rakyat, or u busy collecting money from foreigners who want to make your country the second home..sometime u can't win both..even Singapore didn't aim at winning both..that's why there were many also foreigners including westerners who avoided choosing Singapore as second home due to high cost of living & strict rules

I had been looking at Malaysia since it came up on so many 'best places to retire' lists. This new policy will remove it from everyone of those lists. This is very much a case of the Malaysian government shooting themselves in the feet, and at the same time a total slap in the face to the people who had faith in the Malaysian government like the gentlemen who posted this very coherent and sincere video.

@@vapourkl5324 The primary reason is to stop the Chinese from coming. This has been very clear when the PH government took over. It was the government that suspended MM2H. Anyway, the final rule has not been released. I don't think it will ask for 10k USD monthly income from above 50s. It is basically handcrafted to stop the young Chinese, because this is the group that made the PH government so furious. As for 1.5m MYR of liquid asset, seriously, if you do not have this amount of money, you cannot really live for more than 10-20 years in the open south east asia countries, which are expecting you to spend above their middle income citizens. How do I arrive at this conclusion? I have been looking around for alternative places of residence too (I am a Malaysian). To live in Thailand for just 6 months every year, you need 2m MYR. Why is it so short? Because i want to avoid the compulsory high insurance premiums. Only those who intend to rely on future work or business income will claim this amount is not necessary. But MM2H and the Thai retirement visa are not for these people. They are supposed to get an investor or work visa, not a retirement visa like MM2H. In any case, a retirement visa like MM2H is not for a person to sell everything in home country and completely relocate to Malaysia. Just like I must keep my home in Malaysia when looking for an alternative residence in Thailand. You have to be ready to go back to your own place, whether at the end of the visa duration, or kicked out during a pandemic like this. It is a long term visa, not permanent residence. Well, even permanent residence does not guarantee renewal, and I experienced this myself.

@@hann659 I don't think its about stopping the Chinese (China) from coming into Malaysia. The government was probably thinking the new MM2H criteria will increase revenue for Malaysia. Of course, it will badly backfire once implemented. AND If the Malaysia government is stupid enough to follow through the new MM2H requirement, then its just a matter of time they will reverse it (after damaged done). In the past, the government reverse, reinstate and reversed english medium in schools countless times. that's just one example. policy come and go here. I think, the best way to retire is hold liquid assets and rent if your in a foreign country. unless you have obtained a citizenship and have your family rooted there then its fine to dump everything in Malaysia and leave for good. BTW, what it has to do with the Chinese that made PH so furious in your statement above ?

I live in Malaysia, have done for 15 years, and agree with the majority of the comment's here. I think the reasoning goes much deeper, and in the long term will have little effect on Malaysian economy, just think about this the majority of MM2H participants, don't live here permanently, and therefore contribute little to the economy, also the current situation in South China Sea area is probably playing apart in this. An alternative may be move to Sarawak, they have their own MM2H program, nice place.

As a Malaysian I feel sorry for all my international friends living in Malaysia. I am certainly oppose the decision made by the home minister changing the MM2H to unreasonable requirements. Home minister should immediately revise and take into all the consideration before coming out a new requirements for MM2H. Foreigner who live abroad has many options, why Malaysia is choosen is because of the affordability. For those who applied MM2H, the term should be remain the same and shouldn't have ang changes. For new MM2H application, new requirements are applied however it shouldn't be unreasonable unaccessible.

Firstly, UEM is not the government, having said that, I can truly understand why they government put such a tough requirement. This is to protect local purchaser....if ex-pats buy up all the affordable homes, what will happen to the local purchaser? what will happen to the developers? Having said that, there are a lot of overhang properties in Selangor itself, perhaps can make a new ruling to make it a win win situation? Like a relaxed ruling if overhang product is purchased instead?

Do they realize that the new requirements are beyond the means of 99% of the people who might want to retire to Malaysia? I have the opinion that Malaysia must easy requirements for get citizenship there for hard workers skilled workers and medium hight class persons.. Those who will make contributions to malaysia economy and communities.. Millionaires are the only one that now can fill requirements and I believe these people not only are not so interested but also they usually take but not give or buy or contribute to other countries.. Malaysia is a great country and deserve people who love the country and care for it .. Also for foreigners migrants or refugees; I think they must work legally under government watch and pay taxes may be higher than local people instead of be doing nothing or working illegally like I read in some news .. Some new laws and regulations can really push Malaysia in to a better international destination and with more productive economy .

Check out Sarawak which has a long standing program similar to the old my2h. You can still stay in Malaysia via the sarawak program as they have independent residency requirements that only require a short stay in sarawak.

Be careful going down that rabbit hole, because "autonomus" Sarawak is still on the big leash of the federal government and their SMM2H program is also just a long term vacation visa without protection of laws but just "rules" subject to change as in West Malaysia. OMG, I feel terribly for you. Hopefully, there is enough outcry from not only current/prospective participants but also from all of the Malaysian industries that will be severely impacted should there be a masse exodus from the program as a result of these draconian guidelines. And to think some consultants were hired to review and improve the program!!!! What were they smoking??? Sure, Malaysian has every right to taylor the program to its liking but does it need to ramp up the requirements so much? if the concern is that too many Chinese have been applying, well, frankly under these rules that will not change. Perhaps a quota system does need to be deployed or different standards should be applied for different countries. Let's not ruin a good thing!!!!

Malaysia is a destination for these expats because of our relatively low cost of living, tropical climate and general stability. From 2002 to 2019, Malaysia has generated 11.89 billion ringgit from this program. This money had been directly injected into our economy and this is the point. They are not staying here for free and this is a symbiotic relationship. If you change the conditions abruptly and these people leave, it will only impact our economy. The mm2 program needs to be reviewed periodically with the interest of both parties in mind as this is a symbiotic relationship. Not a parasitic one.

I agree with u....policy MM2H is terrible with incompetent people running the administration...Me too and group of other foreigners feel betrayed by this unimaginable policy...i will move to Indonesia soon

Hopefully they make the requirements much more stringent henceforth. We don't want a flood of foreigners who think they are welcomed here. Once they are here, it's not easy to be rid of them...

Indonesia also same with new stupid law like cannot stay in opposite sex in the room or you go jail even as a tourist. The indonesia gov is more F**K than the msian. Basically, avoid all Islam run countries

New rules should never affect existing MM2H holders, even when renewing should follow the old rule, now the trust is completely gone! How can the gov persuade new comers to believe they are being protected? who would like to apply now, settle down for retirement life, and still have to worry being kick out of the country later, simply because they don't have the fat pay cheque every month. Plus, imposing living requirements but couldn't lead to permanent residence or citizenship, this is the first.

Government should control the approval so that the program will be given to those who are highly qualified..

I didn't hear you discuss your backup plan ? go to Vietnam, Thailand, Phillipines ? Back to USA ? Also, did you discuss what were the reasons for this strict program ? Are Expats causing problems for locals ? etc.

You guys indeed have to look into the policy again. They do possess asset, pay tax, work locally and contribute to our national economy. Adequate restriction on MM2H group is enough to ensure economical stability. Thailand is increasingly more open to foreigners but we are the terbalik one. So if you guys play play like that and apply some kind of funny funny and infeasible standard on them, you try and see la ha. It might not have obvious effect immediately since their amount is less only. But this policy will certainly affect decision making of future foreigners who might consider to stay here. And the impact on our economy in future will be long term if majority of them is educated and skillful individual. Malaysia is becoming less and less competent than other SEA countries unlike before. Think on that la ya..

They should have, at the very least, grandfathered in existing MM2H visa holders on the terms originally agreed upon. Even if they re-work the new rules, who will trust anything they say going forward? I was planning to retire to Malaysia in late 2022 but no longer qualify under the new program. So I have decided to relocate to a different country on my short list. I anticipate I am not the only one who has decided to go elsewhere.

i think you don't know, this as on july 2020 foreigner and mm2h are not allowed to do 20 types of business in Malaysia, mm2h are not allowed to open company account as a signatory director

I saw a video saying real estate developers rather build expensive housing. Do MM2H holders contribute to this but there’re only 50k-60k of them? It could be other people also buying expensive properties. Anybody knows who can buy properties in Malaysia?

Anyone can under certain conditions, which vary from state to state (usually minimum purchase price). But developers are touting their properties with added benefits of mm2h, which now will not be possible.

I would think even if SMM2H doesn’t change, the peninsula government will continue to allow SMM2H holders to live on the peninsula.

@@bklm1234 I think the States determine who can own land, where and the minimums - thus Penang sets their own policies about what the floor is for foreigners buying property - they even have a different floor in Seberang Jaya (Wellesley) vs. the island. You don't need a visa to buy property. It's just getting access year round to that property which MM2H(or SMM2H) offers. And renting is largely between you and your landlord. No minimum. Some landlords want proof that you have a bank-account, or have met the income criteria of MM2H (rather than running a check themselves), but Sarawak MM2H would be just fine for that. Showing that you have RM10K coming in monthly (the Sarawak requirement for the Visa) would be more than sufficient to show you can afford to live in Malaysia.

Malaysia has this reputation of coming out with programs, then changing their mind and moving the goal-post as and when they like... What they don't understand is, people who got into this program are of certain age and plan to retire here... No wonder Malaysia does not look attractive to my foreigners for living or investing here... Although I am a Malaysian myself, I do feel sorry for those who got duped into this Malaysia my second home program...

I have no comment on the MM2H programme but as a Malaysian myself, this country need to improve a lot of aspects before able to attract foreigners to stay here. Look at Singapore, Australia and New Zealand. Follow their steps.

No just new...but all those renewing. Going back a decade and asuming 10 year visas that means initially 2000-3000 current holders each year will be affected. I suspect those who have been here a decade will be more likely to have settled and have bought a condo or home. Even if that's only 10% that acquired property that means in 2022 about 200-300 people will be unable to qualify and live in their home, virtually over night. 1800-2700 will be able to drop their leases and be able to move elsewhere where they can afford much more reasonable visa.
