You can't get dole while you have savings and once he has spent his savings, I think even back then, you can't get dole without looking for a job.

He probably does, but it's never been enough to live on. I can't remember the episode, but at one point, he does say, "I've paid my dues, all that time signing on, every bloody week" so he would've been on Jobseekers' Allowance.
