At the end Chris didn't pin the double kill on Josh JJ and Tobi is because all three of them were together and they know they didn't do it, the only person Chris could convince is Randy, even if Randy believes him it's 3-2, there is absolutely no point for Chris to pin the kill at them.

Early they weren't killing cuz there were a lot of people and mostly together, Tobi managed to get jj cuz cam is furthest and the duck task nect to it was done by everyone already i think thats why it took them so long to find jj, tho if someone had found randy or jme they wouldve known Simon and tobi were with them last , exactly the reason simon didn't kill vik and chose to marinate instead playing the long game

At the end the only way out was if Chris had said "Josh and JJ double killed and were marinating you Tobi, there is a clear double there!" - Given how unlikely and lucky Chris was to get that double in the same place, it wouldn't be unreasonable to pin it as a double on those 2. If he then voted out Josh as an example, he could then kill Tobi or Randolph and hard push for JJ (who is bad at arguing outta those kinda situations anyways lol).
