Japan was preparing its civilian populace for all out total war with no surrender before the bombs, even after the bombs were dropped, the Japanese military was resolved to fight to the end, it was Emperor Hirohito who threw in the towel to save his people from the massacre. Even then a coup from a division of the military was staged in an attempt to stop the surrender (It failed).
