Id agree, but the ATF wouldn't. Although not all, some M16s are capable of fully automatic fire, which would legally be considered a machine gun as its readily capable of fully automatic fire. They also consider 3 rd burst fully automatic fire, so if its capable of that, guess what, also a machine gun legally. At that point, i dont think many qualify as not "fully automatic", or "machine gun" by their definition.
