That is a permitted move under NORAC Rule 291 (stop and proceed). This type of move is in fact done on a day to day basis at certain stations like New York Penn and Trenton.

@@FanRailer Metro North doesn’t use NORAC rules so none of them apply. They have their own rule book. And they don’t use Stop and Proceed signals. The moves you are seeing is the following train running on a Restricting cab signal after passing a Proceed Cab wayside signal.

+Fan Railer No! They're normally Air Bells. There's a difference. Have you hear Amtraks/NJT single single level cabcars. Those are Air Bells. E-Bell that's on newer locomotives and some older ones.
