I’ve never seen two trains moving on the same track like 9:00. Does The signaling system allow that on the NEC?

NORAC Rule 291. Stop and proceed aspect. Usually a stop aspect accompanied by a white lunar light under the signal. Trains are to stop and then proceed at 15 mph with ability to stop before the train ahead of it. So what was seen here was a little bit reckless.
