The reason of mistrust and alarm in neighbouring states speaks volume or rather speaks for itself. For they knew well that Nagas are neither Meitei, Assamese or Arunachalis, it's only by default and due to the wily policy of British and India that Nagas are left scattered in different states and countries through the arbitrary boundaries. It's ironic that Meiteis are so desperate to keep the Nagas within their fold though they dislike them in reality and discriminate them in terms of development and resource sharing.

Most of the kuki villages in Manipur are newly settled scattered here and there like a stray dog, where there are hardly few villages that had reached century. These days kukis are struggling their best by twisting and editing the history to hide their real background.... The sad part is After few years there won't be even a single person from kuki who knows the real history of themselves it'll be your own loss. But you better make up your mind before it's too late and go back to burma for your better future since you don't want to be an obidient people of Naga and Meitei.

The Mere fact that the Meiteis in the state of Manipur are suspicious about the Framework agreement of the Nagas (even when nothing about Manipur is mentioned) is their acknowledgement of the presence of Nagas and their land in the State of Manipur. Manipur may have a history but its not the history of the whole of Manipur. Meiteis think, their history contains whole of the geographical state of Manipur - which is an outright lie.
