What did I miss? Maybe it hasn't been made in 100 years because people didn't know what it was even in 1924!!! A cover for a mixer? A scaled down apron? A bishop's hat? The fabric is pretty but I'm afraid it gave its life for a sewing creation gone amuck. PLEASE tell us what this is!

Its a short sleeve --like a bell sleeve, with the short end of the ruffle going upwards. Just figured it out. at the end she cuts the shape for it to be a sleeve cap starting at 4:32.
