The bird with snake in its mouth is called Garuda ( Bird deity of Buddhism and hinduism) and it gaurds against the negative influence or harm of nagas (serpent deites/demi gods).

He is founder of Bhutan. Regarding Tiger next, it's better to change the name of Samtsamchorten, hope you know place Samtsamchorten in Paro. And meaning of Samtsam in Bhutanese language. Hey don't study fake history of Bhutan, where only good things are written.
