Nah not officially. He was only there because he was appointed by Palpatine as a spy to create discord between Anakin and the Council. Because the Council didn’t allow him the rank of Master, it’s their way of saying Anakin is not a true member of the Council. It’s as if in that scene Jocasta Nu was insulting Anakin by saying that the Council can authorize access, as if leaving him out on purpose.

For those who care: The RoTS PS2/XBOX game is technically part of the “Legends” EU, as opposed to the “Disney Canon” EU. As such, the events depicted here are no longer canon. The biggest difference is that Jocasta Nu (the librarian lady) is not killed by Vader in the temple in the current canon. Well, she is, but a few years later, after she returns to the temple to retrieve something. Beyond that, most of this either holds true in the current canon, or simply hasn’t yet been mentioned, given that the new canon is only six and a half years old.
