You came up against a couple of big hitters... Ban is 11th and Claudio is 53rd on the flags rankings. I think the theme across these is to get in the top tiers you need at least a couple or maxed legendaries, ideally the big ones, prize cars.

Since the big Titanium and Legendary packs have become common, the Daily Event has turned into a 5x maxed Legendaries and you might get top 3. The big packs are fun, but they make the game harder in the long run.
