It is OK to have Regional Commission. This is a way to coordinate infrastructures that are better manage as a region; an example is Airport Hub in the case of Federal and skill training handled by the State Dept of Labor in terms of area within a state. Federal government have there own and state government can have their own as well. If nepotism is the issue then the compositions of it members should be bipartisan.
