Some of the games like Rogue Galaxy might run a bit better if you use the PAL rom, which only has to run at 50 FPS instead of 60

Yes, but a lot of the games work with widescreen hacks or have native widescreen.

PS2 is much heavier than Sega Saturn so yes, it will probably run with plenty of power
