Anemia is a reduction in the O2 carrying capacity of the blood, which can mean too few RBCs but can also result from a reduction in hemoglobin content. The definition given here is far too narrow.

Yes. In an menstrual cycle usually it’s a dicrease of rbc and also of the hemoglobine and hematocrite. This is physiological but there are also pathological situations like menoragia, when the menstruation lasts more than 8 days. That is more severe.
