She didn’t make the fan, players, or media vote. The coaches had to vote her in. A few players got snubbed because of that, but she’s in.

The fan vote which was 50%, the player vote which was 25% and the media vote which was 25% automatically make the team. However, only 4 of the 10 were not on Team USA, so only those four would comprise Team WNBA automatically (Caitlin, Aliyah, Dearica, and Arike). To fill the vacant spots on Team WNBA, they used the top 36 vote getters not on Team USA to fill the remainder of the team. The 12 WNBA coaches filled the 8 other vacant spots on the all-star roster by vote but they couldn't vote for their own players. Each coach was required to submit votes for five frontcourt players, three guards and four additional players at any position, and based on that, whoever got the most votes from the coaches made the final Team WNBA roster. So, in summary, Angel was in the top 36 in the combined vote not named to Team USA. So enough coaches voted for her to make the all star team. Basically she didn't get enough player and media vote to make the top 10 overall, so she got voted in by coaches.
