Some planes can also change the angle of incidence actively. This was done on the F-8 Crusader and A-7 Corsair to make the entire wings act as landing/take-off flaps and improve very low speed flight.

Washout has primary effects. Firstly as you described, it is to reduce induced drag which is caused by high pressure air spilling over the wingtip and creating a vortice behind the trailing edge of the wingtip. Secondly it ensures that the wing root reaches the stalling Angle of Attack first while the outboard parts of the wing remain unstalled. This improves roll control and lateral stability throughout the stall.
