Many decades ago we had mental institutions where people with mental health problems could be helped and cared for by trained nurses and psychiatrists.. Some bright spark in westminster decided it would be better to close all of these institutions and instead throw all these people onto our streets and call it "CARE IN THE COMMUNITY".
