*SPOILER ALERT FOR VENGEANCE MOST FOWL* After watching the movie, I think the following can be added for Feathers: Theft of the blue diamond. Attempted murder by almost steering Gromit to his death. Hacking into Wallace’s computer to control Norbut, leading to false accusations against him. Another false imprisonment charge. And even terrorism for the explosion of the canal, which if the train to Yorkshire arrived earlier could’ve killed the driver. Not to mention he’s responsible for at least 10-20 act of vandalism. So to avoid me wasting my time, I’d probably just bring back the death penalty for him.

Even so, it is still reckless. This would be considered "flagging." Whether it is chambered or not, you always have to treat your firearm (specifically, the bolt-action rifle) as if it is loaded. There are many charges with flagging a firearm, but in this case, this would fall under disorderly conduct. Victor is aiming his rifle toward the citizens, while unchambered, and is posing as a threat to them. Loaded or unloaded, Victor is irresponsible and brings fear to the ones he aimed his firearm at.

I'd argue that, while cruel, every action taken by Mrs. Tweedy in the first was legal. After all, she legally owned all those chickens, and you can treat livestock almost however you want. Even with the pie machine, any fault in it would be more on the side of whoever created it if a chicken getting out of the restraints could destroy it completely. Second movie, though, all the chickens from movie one would have been considered wild, and you can't just take animals out of the wild for business, or even just to feed yourself. So I'd add poaching to her list of charges.
